Managed Content for base Message XSLs

We're planning to use Managed Content (instead of XSL File) for the External System / Outbound Messages.

According to the documentation, Managed Content is the default (and can be changed to XSL File in the Feature Configuration). But there are no existing Managed Content that can use for those that currently use base XSL files.

Is there an existing patch that would create Managed Content for the base XSL files?
