Multiple Rate 2 Accounts Failed to Create Bills due to Usage Transactions in Discarded State

While reviewing the bill generated on 2/3 for account 8917160000 for consumption in January we noted that the consumption on the bill does not match the consumption recorded on the interval meters. While trying to determine where the discrepancy originated I noted that the start time for the billing period on the SQ Details was 1-1-2021 11:59:59PM which is essentially the very end of the day. I had been checking meter consumption starting at 1-1-2021 12:00:00 AM which is the very beginning of the day. I referenced the previous month's bill and found that the end time was 1-1-2021 12:00:00 AM. This means that the new bill missed the consumption for the entire first day. My understanding is when bills manually run the only option is to pick the end day. There is no way to select an end time nor a start time nor a start day. My understanding is that when performing manual billing C2M starts the new bill at the end time of the previous bill. I can see no way for this time period to be skipped. However last month we had started adding in meter reads for the interval meters and some had to allow estimation in order to create bills. Looking at the scalar measuring component for ST500212 which is one of the meters for the account shows an estimation ending at 11:59:59 PM on 1-1-2021.

This leads me to believe that the allow estimation function we select is applying the scaler estimation to the end of the day and C2M is using this date and time as the start point for the next bill. I do not know a workaround at this time as there is no way to select the start time when billing. This account 8917160000 which is for Lilly Corporate Center is not billed for January. There are likely multiple accounts that were approved and billed with the same situation.
(NOTE: Scalar meter data was being sent along with the Interval meter data for Billing purpose)

STEPS

The issue can be reproduced at will with the following steps:
1. Usage Request screen
2. Consumption for Interval meter would be from 12-01-2020 12:am to 1-1-2021 12:am (every
month midnight to midnight), but the Bill period is searching for the start date of 1-1-2021
11:59:59PM in the next Billing month.
