Custom Object Chars Adminstate And Objectstate Is In PENDINGINSTALL And QUEUED State In Live Context (Doc ID 2778482.1)

Goal

On : 7.4.1.0.0 version, Other Issues

Custom object chars Adminstate and Objectstate is in PENDINGINSTALL and QUEUED state in live context

Custom object chars Adminstate and Objectstate is in PENDING_INSTALL and QUEUED state when created in live context. Both Adminstate and Objectstate remains in the same state even after BI is completed. Due to this we are unable to update existing custom object chars.

1. If we create from UIM GUI both the states are in ACTIVE and INSTALLED.
2. If we create from API in BI context, it was also ACTIVE and INSTALLED once BI was completed.
3. If we create from API switching to live context states of chars are, PENDING INSTALL and QUEUED and states of CO are ACTIVE and INSTALLED. Even after completing the BI the chars state remains in PENDING INSTALL AND QUEUED.

Due to this we are facing below exception.
Target Invocation Exception: oracle.communications.inventory.api.exception.ReadOnlyEntityException: Custom Object Characteristic can only be updated/deleted under Business Interaction with Id null.
