Missing Read Permission in Logs Post BRM12 Upgrade (Doc ID 2782290.1)

Goal

After Billing and Revenue Management (BRM) 12,. upgrade from BRM7.5 Patch Set (PS) 21 to BRM12 PS3, some of the pinlog/log/pid files are creating without the read permission. This is causing an issue in the user's log monitoring applications, as they’re not able to read/access these files. 
Why is the read permission not enabled in BRM 12.0?
