MV90 File Processing Issue: IMD Created On Wrong Measuring Components When There Are Multiple Device (Doc ID 2793433.1)

Symptoms

On : CCS 20C Build 36 Patch 2062790, Environment Related

We have found system is wrongly assigning Measuring component while creating IMD for a period where multiple device configuration exists on the device for the period.
For example, Device ID: 759671047819 have three Device configurations, effective on 03-25-2021 11:15:00 AM MDT, 02-26-2021 1:00:00 PM MST, and 01-27-2015 10:15:00 AM MST.
Now, when IMD is created for the duration of 03-24-2021 12:00:00 AM MDT to 03-27-2021 12:00:00 AM MDT, system is assigning measuring component for the interval IMD from the second Device effective configuration effective from “02-26-2021 1:00:00 PM” while for the Scalar IMD it has assigned the measuring component from the latest Device configuration effective from “03-25-2021 11:15:00 AM MDT”. While analyzing the batch logs, we can see that system is considering the IMD start Date time in case of interval IMD to fetch effective Device configuration but in case of Scalar, it is using IMD end date time to fetch effective device configuration from the device

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Please load attached MV90 file, Then go to the created IMDs, you will be able to see that the IMD for Interval and Scalar is of different Device Configurations.
