RAR is not Generated during Balance Update through SOAP API call (Doc ID 2793597.1)

Symptoms

The user observes that while doing top-up through Simple Object Access Protocol (SOAP) Application Programming Interface (API) call, the Reauthorization Requests (RAR) is not getting raised, but Subscribe-Notifications-Request (SNR) is generated.
The user is invoking TLC_OP_CHANNEL_PURCHASE_TOPUP as part of SOAP API call.
If the same TLC_OP_CHANNEL_PURCHASE_TOPUP is invoked from testnap, we could see the RAR is getting generated.

Scenario tested:

MB bucket: 100 MB
1. Started session:
2. Depleted MB Bucket:
    SNR is Generated.
    Redirection URL is set.
3. Purchased top-up through SOAP API call.
    SNR is generated.
    RAR is not generated. (Expectation: RAR needs to be generated)

Log snippet from non-working scenario, do not see the events in the ServiceEventConsolidateMSCCRARActivity:
