Invalid Username/Password issues when creating and login the same UserID which is Deleted (Doc ID 2793749.1)

In the Security Users and Groups window, when deleting a user account, the application prompts "Do you want to delete the user from the database?". If the user chooses “No” and then tries to create the same user id again with a different password, the old password is not overwritten with the new one by the application. This causes login issues when the re-created user attempts to login with the new password.
