ALC finalization of Purchase Order with multiple obligations are posting incorrect WAC & Tran data

If user performs ALC finalization of a Purchase order with multiple obligations the WAC and tran data postings are incorrect. This happens for obligations with same component id as well as different component id. 

Steps To Recrewate:

1. Create a Purchase Order (PO) with expenses.
2. Ship & receive the PO.
3. Once the PO is closed create obligations at PO Level.
4. Create two obligations and approve.
5. Finalize the ALC for the PO and verify the data posted for WAC & Tran data.
6. The data posted is incorrect.
