ENH: New Key Processing Dimension Registration Process Should Include Utility to Set Default Values for New Dimension in Allocation Metadata (Doc ID 2797527.1)

Goal

New Key Processing Dimension registration process should not require Allocation Rule Re-Save.  In case a new key processing dimension is added to the PFT data model, all allocation rules must be opened and re-Saved in order for these rules to run successfully.  This is an enhancement request to allow the new key processing dimension registration process to also update rules for the newly added dimension, thereby avoiding the need of users to do so manually. A default value can be used across the board as a starting point thereby allowing users to update only those that actually need to be updated. 

This will help in implementation with thousands of allocation rules.
