MBService Failed to Start and Patch Build Log Shows MBS-00199 Errors (Doc ID 2798577.1)

Symptoms

On : 2.3.0.2.0 version, NMS Infrastructure

MBService failed to start

During a scheduled stop and start of NMS, on startup the MBService failed to start.
A DBCleanup was ran and then the MBService started.
Need to understand why a DBCleanup was required, and is there something wrong in the model build process that is causing the errors in the database that then requires a DBCleanup.  The errors seen in the Patch log were
