CS Batch fails at task 39 cs_external

Batch is failing when it is execute for multiple time on the same day with same mis date.
Steps to reproduce :
Step 1 : Login to CS Application
Step 2 : Execute CS batch for the same day multiple times with same MIS Date
Step 3 : Check for the results on 2nd iteration.
Expected result :
CS batch must be executed without error even for the second iteration for the same mis date.
Actual result :
CS batch execution failed.
Multiple time batch has been executed for the same mis date.
