Allocation History Execution Status Shows as Started for a Failed Rule (Doc ID 2800576.1)

Symptoms

On PFT 8.1.1.1, the Allocation History execution status shows as Started for a Failed rule. Allocation Specifications Summary screen shows the same rule as 'Failed'.



The issue can be reproduced at will with the following steps:
1. Check allocation history versus allocation specifications summary screen.
