Cycle Arrear Event Is Not Triggered During Billing (Doc ID 2800715.1)

Symptoms

ACTUAL BEHAVIOR
-----------------------

When running billing for accounts with updated charge offers (updated end dates), cycle arrear events are not created.

EXPECTED BEHAVIOR
-----------------------

All events should be created when the charge offers are valid at the time of billing run.

STEPS
-----------------------

  1. pin_virtual_time -m 2 07010000
  2. create account in Customer Center with a dummy plan
  3. purchase a deal that includes two products (in inactive status):
  4. p1 = quarterly cycle forward (QCF) , with zero bal impact on 840 resource id, -3 on some non currency resource (say 1000020)
    p2 = monthly cycle arrear (MCA), zero bal impact on 840 resource id, zero impact on some non currency resource (say 1000007)
  5. pin_virtual_time -m 2 07150000
  6. change status of QCF product to active
  7. change status of MCA product to active
  8. change end dates of QCF product to 1 OCT:
  9. change end dates of MCA product to 1 OCT
  10. pin_virtual_time -m 2 08021200
  11. apps; cd pin_billd; pin_bill_accts -verbose
  12. check if monthly cycle arear is triggered... it is not
  13. pin_virtual_time -m 2 09021200
  14. apps; cd pin_billd; pin_bill_accts -verbose
  15. check if monthly cycle arear is triggered... it is
  16. expected: step 11, monthly cycle arear event should be triggered

Note: same scenario if repeated without changing end dates, issue does not occur, meaning cycle arrear event is generated on billing at step 11
