Crews En Route / Onsite Summary field on WorkAgenda not matching dispatched/arrived crews

The customer reported large discrepancies in the summary field on WorkAgenda displaying the total number of dispatches/arrived crews. The number was usually far lower than the actual number of dispatched/arrived crews. By setting SRS Rule crewIdNotUnique to "no" to eliminate duplicated crews, this change addressed the large discrepancies but the value would reset to "0" when system was restarted. At which point any new dispatch/arrivals will sum up but the old ones were all lost.

How to repeat:
1. Dispatch/Arrive a number of crews to jobs
2. Observe the value in the summary "Crew En Route/Onsite" field matches the actual value of rows in WorkAgenda.
3. Stop/restart services
3. Login and observe "Crews En Route/Onsite" shows 0 even though that are crews dispatched and onsite.
