Oracle Utilities Meter Data Management version 2.2.0.3.0

ACTUAL BEHAVIOR
---------------
IMDs not transitioning to DISCARDED state
Checked the number of IMDs those should be processed by thread one, and found over 10 million records, while number of already processed records in latest run was 22,297 records as per BRT.

understand that if the cause of the error is not fixed, then that IMD transaction will still end up back in IMD Seeder error state, but after 5 days (default configuration which we're using) it should be discarded and the control record will be removed. The case we have is that most of the records in D1_IMD_CTRL_SEEDER passed these 5 days but still not discarded.
