Error While Approving Price Changes And Clearance Resets

Symptoms
On : 14.1.2 version, Price Changes
When attempting to reset a clearance and approve a price change, the following error occurs.
The issue can be reproduced at will with the following steps:
Scenario 1: Regular price changes not being approved with the same effective_date as a clearance reset.
1. Approve a clearance reset for an item/zone.
2. Try to approve a regular price change for the same day.
3. The price change is not approved and the error message is shown in the rpm_conflict_check_result table.
Scenario 2: The reset date of the clearance is not updated through the "Edit Clearance" screen
1. Try to edit a clearance and set it's reset date.
2. The clearance does not have it's reset date updated and the error message is shown in the rpm_conflict_check_result table.
NOTE
----------------
This does not always happen.
For example, it could occur for price events in one zone and not in the other, even though the effective dates are the same in both zones.
Both scenarios present the same error message.
