ACTUAL BEHAVIOR
---------------
Recurring Charges are not applying to a customer after service inactivation

EXPECTED BEHAVIOR
-----------------------
Recurring Charges should get applied to a customer even in service inactivation

STEPS
-----------------------
The issue can be reproduced with the following steps:

1)Created a product with an option called Stop Charging only when cancelled.
2)Created Account and Purchased the product
3)Suspended the services of a customer
4)Moved the pvt to next month
5)Ran the pin_cycle_fees but could not see the next month recurring charges in DataBase for that customer.
