Unable To See Data In Horizontal Plan for Items or Resources - It is Blank or Shows Only Graph (Doc ID 2811117.1)

Symptoms

When opening the horizontal plan only the graph chart shows. Some customers report that screen is blank.

Steps to reproduce:
--------------------------
1. Navigate to (NAV): Advanced Supply Chain Planner (R) / Supply Chain Plan

2. Open Workbench and query an item or resource, then rt-click / Horizontal plan
   OR use Navigator region to drill to an item or resource, then click icon for Horizontal plan

3. Form opens and only the graph is visible and the data area is blank OR entire form is blank.
