Issue:

When opening the horizontal plan only the gantt chart shows.
Steps to reproduce:
--------------------------
1. Enter the application.
2. Navigate to Planner Workbench and then to Horizontal plan for an item.
3. See that only the graph is visible and the data area is blank.
Business Impact:
----------------------
Client is unable to use the horizontal plan.
