During BRM 12 Patch Set 4 Upgrade Pin_multidb.pl Initialize Is Failing at Step 7 (Doc ID 2811216.1)

Scenario:

One is upgrading to Billing and Revenue Management version 12 Patch Set 4
The documentation being followed is here
As part of this procedure under "Upgrading Your Data to BRM 12.0", the script command "pin_multidb.pl -i" is being executed as this is a multi-schema setup (one primary and one secondary)
This script runs through a series of steps and prints a successful execution at each step on the console

The script failed at step 7 with following error in pin_multidb.log:
