Symptoms

When attempting to use ListWFInstances and ListWFAssignmentsByPerformer/Manager
the following error occurs.

ERROR
-----------------------
"The given key was not present in the dictionary." returned when using ListWFInstances in PROD DB and when using ListWFAssignmentsByPerformer/Manager for some users (not all).
"User 9391 Does not exist" returned when using ListWFAssignmentsByPerformer/Manager with a login id of "admin"
