Poor Performance in OSM Caused By Unlocked Partitions (Doc ID 2817678.1)

Symptoms

Unexpected Order processing performance degradation. 

Changes

 Some partitions were consolidated and then purged.  These were legacy partitions and the best practice for partition creation was not followed.  The best practice  is to copy stats from either a provided seed file (OSM 7.3.5.1.24 or later) or from a well populated active partition and then lock the statistics.
