VC Batch Execution Fails With ORA-20005: WRITE NOT enabled

Symptoms
When attempting to submit a Validation Check (VC) batch job, one of its sub-jobs is failing with the following error:

The issue can be reproduced in Customer's environment with the following steps:
1. Install and submit a VC batch in Development lifecycle.
2. Promote the VC patch to QC lifecycle.
3. Install and submit the VC batch in QC lifecycle.
