Forecast Rates Loader Fails With ORA-00904: "AA"."TO_BUCKET_NUM": Invalid Identifier” After Upgrade to OFSAA 8.1.1

Symptoms
After upgrading from 8.0.x to 8.1.1.1, when running the Forecast Rates Loader (STG_FORECAST_RATE_LOADER), the process fails with the following error in FSI_MESSAGE_LOG:
ORA-00904: "AA"."TO_BUCKET_NUM": Invalid Identifier”
The issue is caused by a bug in the STG_FORECAST_RATE_LOADER package which references a non-existing column, TO_BUCKET_NUM, on FSI_FCAST_XRATE_DIRECT_INPUT.
This issue was previously described in Document 2406737.1 "Forecast Rates Loader Failed with ORA-00904: "AA"."TO_BUCKET_NUM": Invalid Identifier”".
You expect this issue to be fixed in version 8.1.1.1.
