POHdrMod Messages Failing With "Cann't modify the Purchase order" In SIM (Doc ID 2821282.1)

Goal

 POHdrMod messages failing in SIM MPS_STAGED_MESSAGE  the following error occurs.|
"Caused by: oracle.retail.sim.common.core.SimServerException: Purchase order has open deliveries! Cann't modify the Purchase order"


Steps To Recreate:
1. Create a DSD PO in RMS and approve it.
2. PO gets auto closed in RMS including all open shipments
3. POHdrMod integrated to SIM with above error.
