NDA Periodic Report Is Not Generating As Expected (Doc ID 2822090.1)

Goal

Customer is facing challenge where cases which are unlisted at case level is appearing under the section "Initial Serious Listed Cases". Customer have checked Listedness grouping logic in Argus Console, it is pointing at Case level Listedness.

Steps to reproduce:
1. Login into Argus Application
2. Create 3 different cases with at least two event.
3. Open Case 1 and mark one event as serious and Listed. Mark 2nd Event as Non Serious and Unlisted. Add Causality as Related for both the event.
4. Navigate to Analysis Tab and Mark this Case as Serious and Unlisted at case level.
5. Repeat Step 3&4 for Case 2 and Case 3.
6. Close All three cases.
7. Generate PADER (NDA) report.
8. Open PADER report
9. All 3 cases are appearing under Initial Serious Listed Cases section.
