Warnings in the ACK Error Message / Comments Field When 'View ACK' (Doc ID 2827457.1)

For a recent R3 XML report submission to designated agency, there is an error message returned within the Acknowledgement information per below:

1. Fatal Error: At (1.1) The markup declarations contained or pointed to by the document type declaration must be well-formed.
