Two Charge Packets Are Getting Generated in Interconnect Rating (Doc ID 2831339.1)

Symptoms

When trying to rate a single interconnect Event Data Record (EDR) file, it is incorrectly resulting in two charge packets causing end users to be charged twice.

It is expected that only a single charge packet be generated per EDR.
