Inconsistent ThreadPool Worker startups

We are seeing inconsistent behavior on starting our TPWs

Error:

 - 2022-01-05 05:43:18,409 [main] INFO (api.batch.JMXCommandLineClient) There are no worker nodes active...
 - 2022-01-05 05:43:18,411 [main] INFO (api.batch.JMXCommandLineClient) There are no jobs active
 - 2022-01-05 05:43:18,414 [main] INFO (api.batch.JMXCommandLineClient) No clustered node found
