TMS Front End 5.3 Installation Issue (Doc ID 2846722.1)

ISSUE:

If Oracle Grid Infrastructure is installed in the database server, TMS installation fails with the following errors:

1) java.lang.IllegalArgumentException: ONS configuration failed

2) oracle.ons.NoServersAvailable: Subscription time out

This issue can be seen executing config.cmd.

Another symptom of this issue is the installation of TMS Front End hangs around 83%.
