Goal

ACY_ALL, RoutingCode of ACY list is not fully loaded

Steps to reproduce:
Step1: Login as admin
Step2: Click on Common Tasks => Click on Unified Metadata Manager => Click on Data Entry Forms and Queries => Click on Data Entry
Step3: Select the form and click on Editable View

Expected result: RoutingCode of ACY list to be fully loaded.
Actual result: RoutingCode of ACY list is not fully loaded.
Issue Encountered: RoutingCode is blank.
