M3UA Stack Does Not Support SCCP MGMT Message "Subsystem-Status-Test" (SST) (Doc ID 2851191.1)

Symptoms

On Oracle Communications Convergent Charging Controller (OC3C) 12.0.4.0.0 version, SCTP IF,

It is observed that the MTP3 User Adaptation Layer (M3UA) stack does not support Signalling Connection Control Part (SCCP) Management message "Subsystem-Status-Test" (SST).

On restart of OC3C Service Logic Execution Environment (SLEE), the SIGTRAN associations between OC3C and the Mobile Switching Subsystem/Server (MSS) become active, however the following errors are observed in m3ua_cap.log

The issue with OC3C not supporting the SST message is that the MSS send this message to determine if the Subsystem Number (SSN) 146 (voice CAMEL) is available. By not replying, OC3C is effectively saying "no, SSN 146 for CAMEL traffic is not available", which means the MSS never routes CAMEL voice traffic to OC3C after a SLEE restart.


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Integrate OC3C 12.0.4 with MSS using SIGTRAN M3UA stack.
2. Restart SLEE and make sure that the SCTP associations are Active.
3. Check whether the m3ua_cap.log reports the mentioned Errors up on receiving the "Subsystem-Status-Test" (SST) message from MSS.
