When recalcTroublequeueOnClueUpdate Rule is set to "NO", WorkQueue is Getting Updated When an Edit Clue is Changed From Outage To Non-Outage (Doc ID 2852478.1)

Symptoms

On : 2.5.0.1.0 version,
WorkQueue is updated when Edit Clue is changed from Outage to Non-Outage and the recalcTroublequeueOnClueUpdate rule is set to NO.


The outage event should become a non-outage and the work queue should remain unchanged.

The issue can be reproduced at will with the following steps:
1. Set 'recalcTroublequeueOnClueUpdate' to 'no'.
2. Submit a call to create an outage.
3. Assign the created outage to a work queue.
4. Update clues for the created call so that. Use non-outage clue that has 'trouble_queue' call quality set.
