DCA Crashes After Receiving an MSI AVP Without an MSCC in EVENT and UPDATE Requests

Symptoms
On Oracle Communications Network Charging and Control (OCNCC or NCC) and Oracle Communications Convergent Charging Controller (OC3C or 3C) versions between 12.0.4.0 and 15.0.0.0, the Diameter Control Agent (DCA) will crash when processing a Credit Control Request (CCR) EVENT_REQUEST (CCR-E) or UPDATE_REQUEST (CCR-U) received from network with the Multiple-Services-Indicator (MSI) Attribute Value Pair (AVP) and without the Multiple-Services-Credit-Control grouped AVP.
diameterControlAgent.log exert for an EVENT_REQUEST:
When the EVENT_REQUEST or UPDATE_REQUEST is sent without the MSI, DCA is processing the message without any issues.
DCA should process the CCR EVENT_REQUEST with MSCC indicator set without any issue.
The issue can be reproduced by sending a CCR-E or CCR-U to DCA with an MSI and without the MSCC.
