New Account Created With Old Device Not Updated In ECE PUI Cache (Doc ID 2854634.1)

Symptoms

On Elastic Charging Engine (ECE) 12.0.0.3.0 version, the new accounts created with on old DeviceID (MSISDN) are not updated in ECE PublicUserIdentity (PUI) cache.

Customer is creating one account 'X' with MSISDN say 'A'. And then they terminated that account 'X' and update the service alias for this account by attaching some random string in the end of existing device say 'A-trm-2012012903'.

On same day, they are creating one new account say 'Y' and attached the same device('A'). It can be seen in PublicUserIdentity of ECE Cache, device 'A' is still associated with old account POID, and no entry has come with new account in PUI cache. Although while checking in Customer cache, it is showing the proper mapping.
