The files "Itemhdr" and "Itemloc" of stores with closed status in RMS are being generated

Steps to Reproduce
-----------------------
The issue can be reproduced at will with the following steps:
1. Make sure some of the store is closed in RMS (store.store_close_date)
2. Run batches in below sequence
export_itemmaster.ksh
export_itemloc.ksh
export_itemvat.ksh
2. Note in above the vatitem for the store <STORE_VALUE_1>, the .dat file is not created since the store is in closed status.
3. Note the corresponding itemloc_20210825213310_S_1111_delta_2.dat and itemhdr_20210825213310_1111_delta_2.dat is created for the closed store#<STORE_VALUE_1>which is not correct.
