"DlrNotesText is required" and "Save Processing Failed" Errors Saving Connection Design After Facility Assignment on CLR/DLR Design

Symptoms
Unable to add/make the DS3 Facility assignment to the DS1 on the Connection Design > CLR/DLR Design due to "DlrNotesText is required" and "Save Processing Failed" errors when attempting to save the current issue. This worked in 6.3.1.223.
1st Error
DlrNotesText is required.
2nd Error
Save Processing Failed.
Recreation Steps
1. Inventory Management.
2. Connection Design.
3. Query for an In Service Special circuit and open its design.
4. Click CLR/DLR Design.
5. Click Facility.
6. Query for an In Service Special circuit having a compatible rate code with Unassigned positions.
7. Right-click on an open position and select Assign Connection.
8. Click Close.
9. Select "Save > Save Current Issue" and the "DlrNotesText is required" error is thrown.
10. Click OK to acknowledge the message and the "Save Processing Failed" error is thrown.
Changes
Customer installed or upgraded to MetaSolv Solution version 6.3.1.333 or 6.3.1.367.
