Null Pointer Exception Failure Reported in ECE and BRM When NonLinearRating is Enabled

Symptoms
In an environment where nonLinearRating is enabled, when one purchased a first usage enabled top-up or a normal top-up in an ongoing data session (one time, item type charge offer), Elastic Charging Engine (ECE) and Billing Revenue and Management (BRM) report a null pointer exception. When the parameter nonLinearRating is disabled, then there is no issue.

The issue can be reproduced at will with the following steps:
1) Set nonLinearRating = True
2) Initiate a CCR-U request
3) Purchase a first usage one-time roaming topup
4) See error null pointer exception error in cm.pinlog and ecs log.
