Getting "DIAMETER_SUCCESS (2001)" for Invalid Rateplan Configuration (Doc ID 2865445.1)

Symptoms

On : 11.3.0.9.0 version, Rating business logic

Consider this business scenario:

1. Configured generic selector based on the value from "SGSN-Address", "SGSN-MCC-MNC-3GPP"  AVPs and associated to rateplan
2. Started online session
3. "SGSN-Address" and "SGSN-MCC-MNC-3GPP" from CCR-Update are not configured in generic selector which is associated to rateplan

Even though there is no matching result in the generic selector, ECE is giving success response with no GSU. Since there is no GSU, EPG is sending terminate the request with USU as 0.

After termination, the "InvalidRatedEvent" is getting generated with below error:

Expected Behaviour
-------------------------
When there is no proper or matching rateplan configured, ECS should return "RATING FAILED" instead of "InvalidRatedEvent".


Note:
The results are working as expected when these two flags are set to "false", the issue is only happen when these two flags are set to "true" in "charging-settings.xml":
