Tax Jurisdiction Impacts Are Not Getting Added In ECE Taxation Same As In BRM (Doc ID 2866457.1)

Goal

There is an event that is taxed with a single tax code that has two taxes (e.g. federal and state):
a. Tax config:
TAX_CODE=ABC, FED=5%, STATE=1%

b. Billing Revenue Management (BRM) event of $2.00 (1 tax impact):

Expected: both BRM and ECE should behave same way.
- If BRM is having single consolidated tax impact then ECE should also report one consolidated tax balance impacts in event_bal_impacts_t.
- If ECE is reporting two tax balance impacts, then BRM should also report two tax balance impacts, not one and there should not be any issue/impact when during GL-reporting & AR actions further.
