Product Reconnect Not Visible For The Disconnected Level 2 Circuit Products In PSRs (Doc ID 2869900.1)

Symptoms

Unable to reconnect child product (level-2) circuit products when the parent product (level 1) is still In-service. Only the level 2 product (Circuit) with a pending design issue makes the reconnect option not visible in MSS. If we disconnect the entire product tree from level 1, this issue did not occur.
