Cycle_forward_arrear for Next Cycle Getting Billed in Current Cycle

Symptoms
Scenario:
- A customer account is created on Dec 7, 2021, and current bill cycle is Dec 7, 2021 - Jan 7, 2022.
- A deal is purchased on Dec 16, and it has cycle forward arrear product.
- An event /event/billing/product/fee/cycle/cycle_forward_arrear got created for the current bill cycle on Dec 16, 2021, let us call it e1, and it is attached to /item/cycle_forward_arrear i1.
- Another event /event/billing/product/fee/cycle/cycle_forward_arrear got created (for Jan 7, 2022 - Feb 7, 2022 bill cycle) when billing is run on Jan 7, 2022; let us call it e2 and it is attached to /item/cycle_forward_arrear i2.
Actual behavior:
- Bill is created for cycle Dec 7, 2021 - Jan 7, 2022, i1 and i2 are both associated to it.
Expected behavior:
- Bill is created for cycle Dec 7, 2021 - Jan 7, 2022, and i1 is associated to it.
- The item i2 should not get billed because it is a cycle forward arrear.
