Goal

 It is a known issue that duplicating the ALL_SERVICES user group times out. This user group is used to document the base application services supported. As such, it is linked to a large number of application services and access modes. In certain environments, the number of application service + access modes linked is close to 10k records. This is not practical to duplicate in a single online transaction.

Note that some products provide additional product delivered user groups in addition to ALL_SERVICES. Those products may have their own internal practice for what application services to link to ALL_SERVICES versus the other user groups.
