Timeout when cloning / duplicating a User Group such as ALL_SERVICES (Doc ID 2872827.1)

 When User tries to Duplicate 'ALL_SERVICES' User Group as a starting point for a new user group it times out and does not duplicate. It is a known issue that duplicating this or any similarly large user group times out. This user group is used to document the base application services supported. As such, it is linked to a large number of application services and access modes. In certain environments, the number of application service + access modes linked is close to 10k records. This is not practical to duplicate in a single online transaction.

Note that some products provide additional product delivered user groups in addition to ALL_SERVICES. Those products may have their own internal practice for what application services to link to ALL_SERVICES versus the other user groups.
