ACTUAL BEHAVIOR
---------------
User observed that discount cancellation refund event is pointing to previous month item when discount is cancelled after pin_cycle_fees but before final billing.
But refund event for product is creating new item for next month when cancelled after pin_cycle_fees but before final billing.

EXPECTED BEHAVIOR
-----------------------
cancel discount refund event pointing to current month item - new item to be created

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create customer with any service
2. Purchase discount and purchased product (cycle forward product and cycle discount)
3. Move PVT to next month 1st
4. Run pin_cycle_fees make sure next month cycle charges are triggered pointing to item1
5. Move PVT to 2nd of the month, Cancel the discount and validate that item
