Disabling EnableTermAttemptAuthorizedConnect In ACS Is Ignored In 12.0.4

Symptoms
A new issue is reported with OCNCC 12.0.4. For terminating calls, ACS does not send a continue anymore but always sends a connect even though enableTermAttemptAuthorizedConnect is set to 0 in acs.conf.
All terminating calls are now failing because the MSC expects a continue for terminating calls. Whenever a connet is used, the MSC considers this a call forward and hence we start looping to sending IDP's to OCS
