Powerflow Service Unusable In Congestion Mode (Doc ID 2877473.1)

Symptoms

On : 2.5.0.1.0 version, PFService

During a performance test, PFService starting printing "entering congestion mode" and the NMS JAVA Client would just show PENDING for the PowerFlow Results tab.

We found that the powerflow service could not catch up to the topology changes during the test, rendering it unusable.
Unfortunately, it appears to deactivate the service globally, which impacts applications such as FLISR and VVO, which depend on it.
