Seeing Error " duplicate condition found: Condition: " But There does Not Seem to be Any Duplicate Conditions (Doc ID 2877673.1)

Symptoms

On : 2.5.0.1.0 version, Switching Management

Seeing error related to duplicate condition, but there does not seem to be any duplicate conditions.  Users are seeing errors related to duplicate active condition when they attempt to place some tags.

The error references a device that is not in the switch plan that the user is executing, and is actually from a different device and a different switch plan, that was executed by a different user earlier.
