Goal

On : 2.8.0.0.0 version, IP - Installation Upgrade Proc

SPLWeb and SPLService still in State 'New' instead of 'Active' when starting the managed server.

Even when both deployments were deleted and redeployed, their state does not change and also throw error "Hostname verification failed".
