Error "ORA-01403: No Data Found" When pressing Snapshot Button In Recount (Doc ID 2879002.1)

Symptoms

After upgrade to 16.0.3.9 we find an error when doing the snapshot.

In sim log:

Steps to reproduce:

Prerequisites: Ensure the next values for STOCK_COUNT_CHILD_SEQ and STOCK_COUNT_ID are different.
1. Create Unit stock count for one item and schedule for today. Select to recount discrepancy and set variance to 0.
2. Validate SOH.
3. Take snapshot.
4. Do the counting with difference (example: stock was 79, count as 70) and complete.
5. Carry out the second count (snapshot, recount). Once pressing the Snapshot button, error is triggered.
