Symptoms

It has been observed that if the subscriber is NOT in Billing and Revenue Management (BRM) and when Http2Gtw gets a request, it is rejected as the subscriber is not found.

Ideally Offline processing should be independent from loading subscriber in Elastic Charging Engine (ECE).

ACTUAL BEHAVIOR
---------------
Offline Call Detail Record (CDR) is getting failed if subscriber is not present in BRM.


EXPECTED BEHAVIOR
-----------------------
Expectation is that the offline CDR should not be rejected if the subscriber is not found.
