PI Fails to Update Buckets with Negative IDs (Doc ID 2885119.1)

Symptoms

After upgrading Oracle Communications Network Charging and Control (OCNCC or NCC) to 12.0.4.0 or 12.0.5.0, the Provisioning Interface (PI) fails to update buckets with negative IDs and throws the error:

Error ocurred running C function CCSCD1 in shared library PI_CCSCD1. Output is CCSCD1=CHG:NACK:69-Could not update wallet for msisdn 64225811909: IRES:Exception - basic_string::replace

At the same time, the beVWARS throws the following error:

ERROR: Failed to update wallet : Attempt to update a bucket that doesn't exist, id = 9223372036854775807:

This error results in no updates being made to any buckets.
